Katniss blew up the Quarter Quell arena and District 12 was bombed to ashes. Now she lives underground in District 13, where the rebels want her as their symbol: the Mockingjay.

The rebels are led by President Coin. Peeta is a prisoner in the Capitol, appearing on TV to beg for a ceasefire and looking worse every time. Katniss agrees to be the Mockingjay on one condition: when the war is over, Peeta is pardoned.
When the Capitol bombs a hospital full of wounded people, Katniss shoots down the bombers and tells the cameras: if we burn, you burn with us. The rebels rescue Peeta, but the Capitol has hijacked his mind with tracker jacker venom, and he tries to strangle her.
In the final push, the Capitol is a giant arena booby-trapped on every street. Katniss's squad is torn apart and Finnick, newly married, is killed. Outside Snow's mansion, Capitol children are used as human shields; a hovercraft with the Capitol seal drops parachutes that explode, and a second wave kills the medics who rush in, including Katniss's sister Prim.
How it ends
In prison, Snow tells Katniss the bombs were Coin's, dropped to end the war and blame him, and Coin's first proposal as president is one last Hunger Games with Capitol children. At Snow's execution, Katniss shoots Coin instead. She is sent home to District 12, broken, until Peeta returns and plants primroses by her house. Years later they have two children; the nightmares never stop, but she is alive.
